France changes, our regions have to change also!

During the national Council of UMP of January 30th, 2010, NATHALIE KOSCIUSKO-MORIZET, additional general Secretary, introduced what will constitute the plinth of national commitments of Popular Movement for regional elections of March 14th and 21st, 2010:

1-PRIORITY JOB: 1 firm = 1 apprentice
Training, it is the guarantee of a true job and of a successful professional insertion. It is necessary to help more the firms which trust in the apprentices, to support the apprentices in their daily life, notably for their accommodation, and to develop training in new key sectors of economy. For it, we will mobilise the means of the region to reach at least an apprentice by firm.

2-TAXATION: Zero additional tax
Facing the tax madness of the regions of left, we promise not to augment taxes. For it, we will throw from the day after elections a general audit of regional policy to make savings and to reorientate expenses towards useful investments.

3-SECURITY: 100 % railway stations and accesses of high schools under vid oprotection
To struggle against all forms of delinquency, the vid oprotection showed its effectiveness. We will equip vid oprotection therefore with cameras of 100 % railway stations and accesses of high schools. Violence is not a fate, we can make it postpone.

4-TRANSPORT: Card Mobility
Mobility is a daily problem for millions of Frenchmen. Most have to borrow several types of transport for the same itinerary. We offer therefore the creation of a regional card mobility on which will be loaded all subscriptions: TER, bus, underground, parkings-relays, free bikes. This pass transport will be clever: passages in the counter will become useless, everything will be automatic. The quality of transport it is also simplicity.

5-GREEN GROWTH: Speed up the arrival of the electrical vehicle
Far from centres-cities, in rural zone or in suburbs, Frenchmen will continue borrowing their individual vehicle. It is necessary to give all the possibility of using nonpolluting means of transport. The regions which we will win will speed up the arrival of the electrical vehicle by helping in the installation of demarcations of recharging in city, near railway stations and at the individuals, by buying electric cars for the services of the regional council and by supporting the firms which develop industrial and service solutions for the electrical vehicle.

6-TOWN AND COUNTRY PLANNING: Houses of the doctors
Facing the medical desertification of some territories, notably rural and urban discriminated, local authorities have to rally next to the State to develop the multidisciplinary nursing homes. These "houses" allow a better cover of the territory and persuade the young doctors to become established because they are attracted and reassured by the possibility of exercising their job in team. The regions which we will win will rally and finance the installation of these structures which we will call the houses of the doctors and of professions of health. A vice-president of the regional council charged with territorial cohesion will be answerable on the improvement of the medical cover of the territory.

7-ACCOMMODATION: Objective of-20 % on the bills of energy
The annual bill of heating comes to 900 on average by household what represents for many families a considerable part of their budget. As a supplement to the action of the State, the regions which we will win will financially help household to lead jobs in their accommodation to make diminish their bills of energy.

8-ECONOMIC DEVELOPMENT: Regional Plan of growth
France must fill up its delay of investment to improve the competitiveness of its firms, notably in industry, and to create jobs of tomorrow. As a supplement to the action of the State, we need regions which invest. From the day after elections, in every region, we will define a regional plan of growth: to improve transport, to update high schools, to create eco-buildings, to support the development of industry and of SMES, to reduce efforts of the State by accompanying the expenses of future of the Big Loan and by financing the poles of competitiveness.
